Operating Authority
Interstate
        To operate Interstate regulated For-Hire Transportation in Louisiana, common and contract for-hire carriers must first obtain operating authority from the Federal Motor Carrier Safety Administration (FMCSA), Office of Motor Carriers and then file that authority with their base state.         Louisiana based interstate regulated carriers must file their FHWA authority and register with the LPSC, file application (RS-1), liability insurance (BMC91X) and agents of process (BOC-3) and carry a copy of annual SSRS registration receipt (RS-3) on board each vehicle for which fees were paid. A motor carrier may transfer its registration receipts or copies of the receipt from the vehicles taken out-of-service to their replacement vehicles. The carrier may not operate more vehicles in a state than the number with respect to which annual per vehicle fees have been paid for the current calendar year. Renewal for the SSRS Receipt is August 1 through November 30 each year. The SSRS Receipt is effective January 1 through December 31 each year. Registration fee is $10.00 per vehicle.
